ПРОДОВОЛЬЧА БЕЗПЕКА ЯК СКЛАДОВА СТРАТЕГІЇ МАКРОЕКОНОМІЧНОЇ СТІЙКОСТІ КНР
Анотація
Однією із нагальних проблем держав в умовах загострення геополітичних викликів є утримання на прийнятному рівні продовольчої безпеки. Метою даної статті є визначення теоретичних засад та практичних механізмів реалізації сучасного концепту продовольчої безпеки у вимірі пріоритетів макроекономічної стійкості КНР. Авторами виявлено, що запит на оновлення концепції продовольчої безпеки зумовлений впливом на національний економічний розвиток сучасного Китаю низки деструктивних чинників ендогенного та екзогенного походження. В процесі дослідження було ідентифіковано кілька важливих пріоритетів оновленої стратегії продовольчої безпеки, зокрема жорсткий державний контроль за збереженням земель сільськогосподарського призначення, досягнення технологічного імпортозаміщення в агросекторі, реорганізація ланцюгів постачання продовольства, диверсифікація та перегляд стратегічних партнерств з країнами-постачальниками продовольства в КНР. Авторами визначено, що реалізація проєкту «Продовольчий шовковий шлях» передбачає активне інвестування КНР в інфраструктуру та переробну індустрію країн-партнерів, створюючи замкнуті ланцюги виробництва та збуту продовольства, що не залежать від геополітичних ризиків. Таким чином нинішній Китай здійснює цілеспрямований перехід від купівлі сировини до контролю над усіма етапами виробництва продовольчих товарів за кордоном. Це створює систему, де навіть імпортоване продовольство фактично контролюється китайським капіталом, що є формою екстерриторіального самозабезпечення. Теоретична значимість дослідження полягає в розширенні знань про потенціал та секторальні обмеження трансформації національних стратегій розвитку від моделі «глобальної інтеграції» до моделі «захищеної автономії». Практична цінність зумовлена можливістю імплементації пропонованих Китаєм механізмів забезпечення продовольчої безпеки з метою нівелювання геополітичних ризиків та здійснення на цьому підґрунті модернізаційних процесів в інших стратегічних секторах економіки. Перспективи подальших досліджень вбачаються в обґрунтуванні новітніх підходів в реалізації зовнішньоторговельної експансії України як вагомого гравця в глобальній продовольчій системі в умовах модернізації стратегії продовольчої безпеки КНР.
