FOOD SECURITY AS A COMPONENT OF THE PRC'S MACROECONOMIC STABILITY STRATEGY
Abstract
One of the pressing problems facing states in the context of escalating geopolitical challenges is maintaining food security at an acceptable level. The purpose of this article is to define the theoretical foundations and practical mechanisms for implementing the modern concept of food security in terms of the PRC's macroeconomic stability priorities. The authors found that the need to update the concept of food security is due to the impact of a number of destructive factors of endogenous and exogenous origin on the national economic development of modern China. The study identified several important priorities for the updated food security strategy, including strict state control over the preservation of agricultural land, achieving technological import substitution in the agricultural sector, reorganising food supply chains, diversifying and reviewing strategic partnerships with countries that supply food to the PRC. The authors have determined that the implementation of the Food Silk Road project involves active investment by China in the infrastructure and processing industry of partner countries, creating closed food production and distribution chains that are independent of geopolitical risks. Thus, China is currently making a deliberate transition from purchasing raw materials to controlling all stages of food production abroad. This creates a system where even imported food is effectively controlled by Chinese capital, which is a form of extraterritorial self-sufficiency. The theoretical significance of the study lies in expanding knowledge about the potential and sectoral limitations of the transformation of national development strategies from a model of ‘global integration’ to a model of ‘protected autonomy.’ The practical value is determined by the possibility of implementing the food security mechanisms proposed by China in order to level geopolitical risks and, on this basis, carry out modernisation processes in other strategic sectors of the economy. Prospects for further research lie in substantiating the latest approaches to the implementation of Ukraine's foreign trade expansion as a major player in the global food system in the context of the modernisation of China's food security strategy.
