TOOLS FOR ENSURING THE PROCEDURE FOR IMPLEMENTING PROJECTS TO IMPROVE OPERATIONAL EFFICIENCY AT ENTERPRISES OF THE INDUSTRIAL COMPLEX OF UKRAINE

Abstract

The article emphasises that the issues of resource shortages and, accordingly, the need for their optimisation, careful planning and budgeting remain an urgent problem for Ukrainian enterprises in wartime. In this study, the authors emphasise the importance of conditions and methods of ensuring operational efficiency for enterprises of the industrial complex of Ukraine. The article identifies the key tools for ensuring operational efficiency through the use of: process-oriented methods of improving, modelling and regulating business processes (Business Process Reengineering, Lean, Six Sigma, Enterprise Resource Planning and TQM systems) and other methods of operational management, Change Management; digitalisation and automation systems for work and operations; traditional (Waterfall) and flexible project management methodologies and frameworks (Agile, Scrum). The article examines the factors that facilitate and, on the contrary, impede the effectiveness of operational efficiency improvement projects for Ukrainian industrial enterprises. The scientific novelty of this article lies in the identification, systematisation and visualisation of tools to support the procedure for initiating and implementing an operational efficiency improvement project, including in the form of a model for decomposing the stages of its implementation (in the IDEF0 modelling notation). The result of the visualisation of the procedure for modelling the stages of implementation of a project to improve the operational efficiency of an enterprise presented in this article allows us to obtain a clear picture of inputs (resources, tasks, requests), outputs (results, documentation), support mechanisms (fixed assets, equipment, responsible persons) and management and regulation mechanisms (structure of regulations and other information) at an industrial enterprise. This thorough modelling allows us to further detail the work and operations, identify problems and propose the necessary adjustments (business process transformations, work adjustments, changes in operations and areas of responsibility).
