ORGANIZATIONAL AND ECONOMIC TOOLS FOR STIMULATE THE DEVELOPMENT OF THE BUSINESS SECTOR: REGIONAL AND LOCAL DIMENSIONS

Abstract

In the conditions of economic turbulence caused by security uncertainty in the conditions of war, as well as the importance of small and medium-sized entrepreneurship for the socio-economic development of territorial and social systems of various levels, the problems of implementing the main organizational and economic tools for stimulating the entrepreneurial sector, which are most often used in regional programs, are identified supporting the development of MSMEs. A list of measures at the regional and local levels regarding the optimization of existing organizational and economic tools and mechanisms for stimulating the development and support of the entrepreneurial sector, improving the process of their application, and introducing new tools and mechanisms is proposed.The following priority measures at the regional level are proposed to support and stimulate the entrepreneurial sector: expansion and improvement of regional MSME support and development programs by including in them the most effective support and stimulation tools, expansion and diversification of funding sources through the attraction of funds from the state budget and international programs; formation of entrepreneurial culture thanks to the deepening and scaling of training programs for those willing to start their own business, as well as for active entrepreneurs; provision of practical assistance to MSMEs in finding new sales markets and dissemination of necessary information, assistance in establishing business contacts with foreign companies and international organizations; activation of regional business infrastructure development; economically justified application of modern territorially oriented mechanisms (both fiscal and non-fiscal instruments) to stimulate investments in regional business sectors; creation of electronic regional platforms for direct communication between regional authorities and local self-government on the one hand, and entrepreneurs on the other. At the local level, the need for the formation of virtual centers for the provision of information and consulting services has been determined; development of the institutional capacity of territorial communities or cities for qualified monitoring and processing of local socio-economic problems and their conversion into targeted projects, with their subsequent submission for receiving state or international financial support; creation and practical implementation of electronic registers of free land plots and real estate objects in territorial communities and cities; creation of special programs to support and stimulate the development of MSMEs for territorial communities or individual cities affected by hostilities, which are in non-competitive conditions; ensuring the proper conditions for the full functioning of the business support infrastructure at the local level, etc.
