VECTORS OF MODERNIZATION OF TECHNOLOGIES FOR SUBSIDIZING HOUSING AND COMMUNAL SERVICES TO THE POPULATION

Abstract

This study addresses the current issues of modernizing technologies for subsidizing housing and communal services (HCS) to the population in Ukraine. The aim of the work is to develop proposals for modernizing HCS subsidy technologies to increase the effectiveness of social support for vulnerable segments of the population in Ukraine. The research methodology is based on a systematic approach and includes statistical data analysis, comparative analysis of international experience, expert assessments, and modeling. Methods of theoretical generalization, analysis and synthesis, statistical analysis, as well as economic and mathematical modeling methods were used to evaluate the effectiveness of the proposed measures. The article analyzes the current state of the HCS subsidy system, identifying the main problems and challenges. Among the key issues are the significant burden on the state budget, insufficient targeting of assistance, complexity of administration, and the need to combat abuse. Based on the analysis, a comprehensive approach to modernization is proposed, covering five key vectors: digitalization of the subsidy process, improvement of targeting mechanisms, increasing housing energy efficiency, integration with other social programs, and implementation of transparent control mechanisms. Each of these vectors is detailed in terms of specific measures and expected results of their implementation. The scientific novelty of the research arose in the development of an innovative concept of integrating HCS subsidy systems with programs to improve housing energy efficiency and a new approach to ensuring the targeting of subsidies through the implementation of automated algorithms for assessing the financial status of applicants. The proposed measures are aimed at creating a fairer, more efficient, and transparent subsidy system. The results of the study can be used in developing state policy in the field of social protection of the population and reforming housing and communal services. Further research should focus on developing detailed mechanisms for implementing the proposed modernization vectors and assessing their effectiveness in Ukrainian realities.
