CONCEPTUAL MODEL OF RISK ANALYSIS, STAKEHOLDER MANAGEMENT AND PRIORITIZATION OF HOUSING AND UTILITY SERVICES PROJECTS

Abstract

The article is devoted to the management of housing and communal services projects. It is noted that housing and communal services are the result of economic activity aimed at ensuring the conditions of residence and/or stay of people in residential and non-residential premises, houses and buildings, complexes of houses and buildings in accordance with norms, standards, procedures and rules, which are carried out based on relevant contracts on the provision of housing and communal services. It is assumed that the high-quality provision of housing and communal services in the conditions of market economy requires the development of modern projects of housing and communal services, which are subject to mandatory analysis and identification of foreseeable risks. Risk management of housing and communal projects ensures uninterrupted operation of technical systems, minimization of possible malfunctions, rational use of available resources, and sustainable development of settlements and life activities of the population. An important element of risk management of housing and communal projects is stakeholder management. It was determined that residents of buildings, owners of buildings and premises, contractors, resource providers, regulators and other interested parties who have different interests and expectations regarding the implementation of projects act as stakeholders in the implementation of housing and communal projects. A conceptual model for risk analysis, stakeholder management and prioritization is substantiated projects in housing and communal services projects. The model is designed to systematize the processes of identifying, assessing and managing risks, as well as to effectively coordinate the actions of all interested parties in conditions of limited resources. This model provides the integration of various technical systems and management functions aimed at achieving stability and quality of service provision. The results of the study indicate that the model of risk analysis, stakeholder management and prioritization of projects in housing and communal services projects covers the following key elements: technical aspects, organizational issues, communications and resource provision. The article describes a conceptual model based on an integrated approach to risk analysis and stakeholder management. The use of an integrated approach allows for a more accurate assessment of the risks of housing and communal services projects, which contributes to the improvement of the quality and stability of the provision of housing and communal services.
