DIGITAL DEVELOPMENT OF UKRAINE AND THE EU: GLOBAL INNOVATION INDEX

Abstract

The article aims to determine Ukraine's position among European countries in innovation and digital development and identify the EU whose experience can be used to improve the innovative development of Ukraine's economy. The topic's relevance is driven by the need to accelerate digital transformation to enhance competitiveness and the population's well-being. The research methodology includes the analysis of international rankings, cluster analysis, and comparison of innovative development indicators. The study results show that Ukraine has the potential to improve its digitalization indicators, especially in human capital, but needs to improve governance and the impact of digital technologies. The practical value of the article lies in providing recommendations for orienting towards the experience of EU countries for effective digital transformation of Ukraine's economy. The findings indicate that Ukraine while having a stable position in its cluster, can benefit from the experiences of countries like Bulgaria and Romania, which share similar levels of innovation development. The analysis also highlights the importance of adopting best practices from countries with higher digital readiness, such as Lithuania, Latvia, and Slovenia, to enhance Ukraine's digital infrastructure and innovation capabilities. By focusing on these areas, Ukraine can achieve significant progress in its digital transformation journey, aligning with economic growth and societal advancement goals. The study emphasizes the need for Ukraine to address its governance challenges, particularly cybersecurity and regulatory frameworks, to create a more conducive environment for digital growth. By leveraging the insights and strategies of more digitally advanced EU countries, Ukraine can develop a robust digital economy that supports sustainable development and improves the quality of life for its citizens. The study's findings are particularly relevant in the context of Ukraine's aspirations for EU integration and its ongoing efforts to rebuild and modernize its economy in the post-war period.
