DEVELOPMENT OF HUMAN CAPITAL IN THE SYSTEM OF POST-WAR STRATEGIZING FOR THE RECONSTRUCTION OF UKRAINE
Abstract
The article presents the results of a study of the role of human capital in the post-war transformation of Ukraine in the context of post-war economic strategizing for recovery and development. The foundation for the development of theoretical and methodological foundations and practical recommendations for the development of human capital as a key strategic resource in the process of post-war strategizing for the reconstruction of Ukraine is presented. The authors have analyzed modern approaches and identified indicative tools for assessing the state and development trends of human capital. The consequences of the full-scale invasion have been summarized in terms of the damage caused and the need for recovery and reconstruction. A systematic approach to strategizing for Ukraine’s post-war reconstruction has been proposed. The concept of economic strategizing for post-war recovery, considering demographic losses, the needs of internally displaced persons and refugees, changes in the labor market structure, and the need for repatriation is justified. Quantitative estimates of economic and social losses are combined with an analysis of the qualitative characteristics of human capital and the possibilities of adapting the tools of strategic management of human capital development to Ukrainian realities. The demographic and labor processes that create new challenges for the education, healthcare, and vocational training systems are summarized. The study provides a detailed classification of the factors that determine the effectiveness of strategic initiatives for human capital recovery. Recommendations are made to modernize the national education and health care systems, develop accessible learning mechanisms, improve social infrastructure for internally displaced persons and veterans, and create state and intergovernmental repatriation programs, information, and advisory support, and incentives for the return of people who were forced to leave the country. Additionally, the role of international initiatives (Skills Alliance, Ukraine Facility, UNDP projects) aimed at developing a system of vocational training and retraining is explored. The authors have developed a structured model of the strategizing system for Ukraine’s post-war reconstruction, with an emphasis on human development. The implementation of the research findings into the roadmap for reconstruction and the national human capital development policy will facilitate the acceleration of the country’s socio-economic recovery, strengthen social cohesion, and enhance the population’s well-being during the post-war transformation.
