RETHINKING THE ROLE OF MANAGERIAL CAPITAL IN THE POST-CRISIS RECOVERY OF UKRAINE'S HEALTHCARE SECTOR

Abstract

The paper presents a comprehensive study of managerial capital as a key intangible asset for the modernization of Ukraine’s healthcare system in the context of martial law and post-crisis recovery. The aim of the paper was to explore innovative approaches to the development of managerial capital in the context of post-crisis recovery of the healthcare system. The object of the study is managerial capital as a component of the intellectual resources of healthcare institutions and its potential to ensure organizational, structural, and systemic resilience. The methodological framework is based on interdisciplinary approaches, namely systems analysis and case studies. Based on a comparative analysis of leading conceptual frameworks of human capital theory, intellectual capital model, competency-based management, and adaptive leadership theory, the systemic nature of managerial capital and its role as a driver of strategic transformation are substantiated. Managerial capital is conceptualized as a set of individual, collective, and institutional competencies, knowledge, leadership qualities, adaptive strategies, and organizational culture that collectively ensure the effective functioning, transformation, and resilience of healthcare institutions in complex and unstable environments. The article outlines four critical dimensions of strategic rethinking of managerial capital: (1) a shift from operational to strategic management; (2) institutionalization of managerial competencies; (3) capitalization of managerial knowledge through innovation;(4) development of transformational leadership capacity. It is concluded that managerial capital should be seen not as a cost center but as a value-generating asset, which fosters competitiveness and long-term institutional sustainability. The study offers practical recommendations for national policy, leadership training systems, and institutional development in healthcare organizations.
