INSTITUTIONAL CHALLENGES OF MIGRATION POLICY IN THE CONTEXT OF INTEGRATION PROCESSES

Abstract

The article is devoted to identifying the key institutional challenges of migration policy in the context of contemporary integration processes and examining how the formation of a multilevel institutional system influences the effectiveness of international migration management. In an environment of increasing interdependence among countries, the acceleration of globalization and transformation processes, and the growing complexity of migration flows, the issue of institutional adequacy becomes crucial for ensuring orderly and safe migration. Within the study, the authors conduct a comparative analysis of migration regulation approaches at different levels and pay particular attention to the existing problems of migration policy implementation. The institutional architecture of the European Union’s migration policy is assessed, and the level of adaptation of Ukraine’s migration management mechanisms to EU standards is clarified. The role of the subnational level within the structure of multilevel institutional support for migration policy is substantiated. The article presents the authors’ vision of the structure of challenges associated with the fragmentation of competences, the absence of shared accountability mechanisms, and the lack of effective coordination platforms among member countries of integration associations. The scientific novelty lies in deepening the understanding of the interaction between integration processes and the institutional design of migration governance. The study analyzes the levels of governance and the key actors involved in the institutional support of migration policy. Problems inherent to different levels of institutional provision that hinder the effective implementation of migration policy objectives are diagnosed. The practical significance of the obtained results consists in formulating analytical guidelines for building an institutionally resilient migration policy that accounts for all levels of governance. It is substantiated that integration processes substantially modify the content and objectives of institutional migration management. The authors propose directions for strengthening the institutional capacity of migration policy, including through the reform of the institutional environment.
