PROBLEMATIC ASPECTS VS STRATEGIC GUIDELINES FOR THE MODERNIZATION OF THE SMALL AND MEDIUM-SIZED ENTERPRISE SECTOR OF UKRAINE
Abstract
The article examines the problematic aspects of the functioning and identifies strategic guidelines for the modernization of the small and medium-sized enterprise (SME) sector of Ukraine. It is substantiated that the SME sector plays a system-forming role in ensuring the structural flexibility of the national economy, forming a favorable business environment, maintaining employment and expanding the domestic market. It is established that despite the significant development potential, the domestic SME sector faces a number of systemic limitations, in particular, insufficient capitalization, limited access to long-term financial resources, instability of the regulatory environment, fragmentation of institutional support, low level of integration into global value chains, technological backwardness and shortage of highly qualified personnel. It is proved that the strategic policy of modernization of the SME sector should be based on the principle of consistency between the identified problems and the tools for overcoming them, which allows to increase the applied effectiveness of state regulatory policy. Key strategic guidelines for the modernization of the SME sector of Ukraine have been identified, including (1) institutional modernization of the business environment, (2) financial and investment strengthening, (3) formation of a transparent and competitive business ecosystem, (4) technical, technological and innovative transformation, (5) development of social and labor relations and human capital, (6) global integration and development of export potential. The need for implementing a comprehensive approach to the modernization of the SME sector has been substantiated, which involves coordinating state policy instruments at different institutional levels, developing partnership relationships between business, state bodies and the scientific and educational environment, and ensuring transparent regulatory conditions for conducting business activities. It has been concluded that the implementation of the identified strategic guidelines will contribute to overcoming structural dysfunctions in the development of the business sector, increasing its competitiveness, innovation and integration into the global economic space.
