MANAGEMENT OF BUSINESS ACTIVITY OF LAND TRANSPORT ENTERPRISES IN AN UNSTABLE ENVIRONMENT
Abstract
The article examines the theoretical and applied foundations of business activity management of land transport enterprises under conditions of an unstable environment. It is substantiated that the functioning of transport enterprises is influenced by a set of interrelated destabilizing factors, including wartime risks, fluctuations in demand, logistics disruptions, inflationary pressure, resource constraints, infrastructure damage, workforce shortages, and volatility of the regulatory environment. It is proved that under such conditions business activity should be considered not only as the result of financial and economic performance but also as an integrated characteristic of an enterprise’s ability to maintain operational resilience, adapt business processes, ensure continuity of transport services, retain market positions, and build development potential. Based on the analysis of modern scientific approaches, the content of the category “business activity management of land transport enterprises” is clarified as a system of strategic, tactical, and operational decisions aimed at aligning development goals with resource capabilities and the requirements of an unstable environment. A structural and logical framework of business activity management is proposed, covering analytical, goal-setting, resource, risk-oriented, organizational and process, communication, and control blocks. Priority directions for management improvement are identified, including digital performance monitoring, diversification of funding sources, flexible cost management, renewal of rolling stock, development of partnership-based interaction models, and strengthening the adaptability of the organizational structure. Special attention is paid to the need for coordinated managerial responses under growing uncertainty, rapid environmental change, and increasing operational vulnerability of transport enterprises. It is argued that effective business activity management creates preconditions for strengthening financial stability, improving the quality of transport services, increasing resilience to external shocks, and ensuring the long-term viability and strategic development of land transport enterprises.
