CRITICAL REVIEW OF THE “SMART CITIES” PARADIGM AS A BASIS FOR FORMING INTEGRATED STRATEGIES IN UKRAINE
Abstract
The article provides a critical analysis of the Smart Cities paradigm as a conceptual basis for the formation of integrated strategies for the development of urban infrastructure in Ukraine. The importance and relevance of introducing innovative digital technologies into urban management, which are designed to increase the efficiency of services, promote sustainable development and improve the quality of life of residents, are substantiated. At the same time, the author considers key challenges and contradictions associated with the adaptation of European and global models of «Smart Cities» to the Ukrainian context, in particular, issues of technological readiness, socio-economic prerequisites, legal regulation and cultural features. The paper reviews theoretical approaches to the concept of «Smart Cities», considers practical cases of implementation of such strategies in different cities of the world and their adaptation in Ukraine. Particular attention is paid to the need to integrate technological, social, environmental and economic aspects to form comprehensive, balanced development programs. The article contains recommendations on improving the legislative framework, developing digital education, increasing the level of digital literacy of the population and activating partnerships between the state, business and the public sector. The importance of forming an open ecosystem of a smart city as a platform for innovation, inclusive development and involving citizens in management processes is emphasized. In today's conditions of rapid urbanization, globalization and digitalization, urban agglomerations are facing new challenges that require the implementation of effective and comprehensive approaches to urban environment management. The concept of «Smart Cities» has become one of the leading paradigms in the field of modernization of urban infrastructure and development of innovative urban services. It involves the integration of information and communication technologies (ICT) in order to improve the quality of life of residents optimize the use of resources and ensure sustainable development of cities. Thus, the study allows us to rethink modern approaches to the implementation of «Smart Cities» in Ukraine and contributes to the development of integrated strategies that will ensure the sustainable and harmonious development of Ukrainian cities in the digital era. The results of the article may be useful for scientists, urban planning practitioners, government agencies, and all those interested in the development of the innovative infrastructure of Ukrainian cities.
