Abstract

This article presents a comprehensive comparative study of Ukraine's financial system during the pre-war (2015–2021) and wartime (2022–2025) periods. The relevance of the topic is determined by the need for an objective analysis of the transformations that have occurred in the country's public finances as a result of Russia's full-scale military invasion. The purpose of the article is to identify key qualitative and quantitative changes in the state's financial potential through a systematic comparison of two fundamentally different models of financial system functioning. Based on an analysis of macrofinancial indicators (GDP dynamics, inflation, budget deficit, public debt), budget dynamics (revenue and expenditure structure of the state budget), the functioning of banking and non-banking sectors (banks, insurance companies, NPFs, credit unions), the state of the capital market, as well as the NBU's exchange rate and monetary policy, the key changes in the state's financial potential have been established. It is determined that the pre-war period was characterized by a gradual accumulation of financial potential: GDP growth of 2.2 times during 2015–2021, reduction of the debt burden from 72 % to 49 % of GDP, consolidation of the banking sector and the reform of fiscal decentralization. The study reveals that despite significant losses and structural restructuring, Ukraine's financial system in 2022–2025 demonstrated considerable adaptability: maintaining a functional budget with a deficit of up to 20 % of GDP, stabilizing the banking system with record profits of approximately UAH 200 billion in 2024, keeping inflation within manageable limits through tight monetary policy, and increasing international reserves to a record USD 43.8 billion. The scientific novelty lies in the systematic comparison of the pre-war model of gradual strengthening of financial potential and the wartime model of its mobilization transformation. Conclusions are drawn about the fundamental difference between the model of stable growth and the model of externally subsidized resilience, and three key systemic risks for the post-conflict financial architecture are identified: the accumulated debt burden (above 100 % of GDP), structural dependence on external financing, and restrained credit activity. The practical significance of the results consists in forming an analytical basis for developing strategies for Ukraine's financial recovery in the post-war period.
