MECHANISMS OF INNOVATIVE-INVESTMENT SUPPORT FOR STARTUP PROJECTS
Abstract
It has been proven that existing scientific approaches to the innovative-investment support of startup projects are characterized by fragmentation and fail to ensure systemic integration of financial instruments in accordance with the stages of enterprise development, which gives rise to a critical gap between the pace of generating innovative ideas and the availability of investment capital - particularly at the early stages of innovation commercialization. The existing mechanisms for attracting investment capital have been systematized – from grant programs, crowdfunding and business angel financing to venture capital, corporate venture investing and strategic partnerships – with identification of the advantages, limitations and stage-specific relevance of each instrument. The authors' definition of the mechanism of innovative-investment support for startup projects has been substantiated as a set of interrelated organizational forms, financial instruments, regulatory levers and institutional interactions aimed at the formation and effective use of investment resources at all stages of the startup lifecycle. Five key phases of the stage-based financing model have been identified – pre-seed, seed, early commercialization, scaling and exit – with their respective dominant capital attraction mechanisms, risk profiles and transition criteria between stages. A matrix model for diversifying investment instruments has been formed according to two parameters: the source of financing (public or private sector) and the degree of investor participation in startup management (passive or active). A six-step algorithm for forming the support mechanism has been proposed, encompassing diagnostics of the startup's investment profile, selection of the optimal instrument mix, mapping of institutional interactions, development of an investment narrative, monitoring of key indicators and adaptation of the mechanism to changes in the external environment. The specifics of applying the mechanism under the conditions of wartime and post-war development of Ukraine's economy have been disclosed, particularly regarding hybrid financing models for defense technology startups and the use of international programs supporting innovative entrepreneurship.
