THE ROLE OF THE INTERNATIONAL MONETARY FUND IN MAINTAINING GLOBAL FINANCIAL STABILITY: CHALLENGES AND PROSPECTS
Abstract
The article examines the role of the International Monetary Fund in ensuring global financial stability under conditions of contemporary economic transformations. The main areas of the Fund’s activity are analyzed, including macroeconomic surveillance mechanisms, financial support for countries, and the provision of technical assistance. The importance of IMF instruments for stabilizing balance of payments, maintaining currency equilibrium, and preventing financial crises at the global level is determined. The evolution of the Fund’s functions in the context of changes in the international financial architecture and the growing importance of global economic risks is explored. Particular attention is paid to the analysis of key IMF financial instruments, including credit programs such as Stand-by Arrangement and Extended Fund Facility, as well as the mechanism of Special Drawing Rights, which ensures increased liquidity in global financial markets. The role of the Fund in overcoming the consequences of global crises, in particular the 2008 financial crisis and the COVID-19 pandemic, is considered, confirming its significance as an institution of international financial stabilization. Modern challenges faced by the IMF are analyzed, including the growth of global debt burden, uneven economic development of countries, geopolitical instability, as well as the impact of financial digitalization and the development of financial technologies. It is determined that traditional IMF instruments require adaptation to new conditions of the global economy, particularly taking into account climate risks and the need for transition to a sustainable development model. The prospects for transforming IMF activities are investigated, which include increasing the flexibility of financial instruments, expanding opportunities for supporting countries in crisis conditions, and strengthening coordination with other international financial institutions. The potential impact of reforming the Fund’s activities on ensuring global financial stability and creating conditions for long-term economic growth is assessed. The necessity of improving mechanisms of interaction between countries and international organizations is substantiated, which will contribute to increasing the efficiency of the global financial market functioning.
