ORGANIZATIONAL AND ECONOMIC REGULATION OF SUSTAINABLE DEVELOPMENT OF AGRICULTURAL PRODUCTION IN UKRAINE
Abstract
The study substantiates the necessity of transforming the organizational and economic regulation of Ukraine's agricultural sector from a "survival" model to an "innovational breakthrough" strategy. It is determined that the sustainable development of the industry should be based on a balance of economic, environmental, and social aspects. Economic efficiency is considered through the prism of expanded reproduction and profitability; environmental efficiency – through the transition to renewable resources and minimization of anthropogenic impact; and social efficiency – through improving the quality of life of the rural population and stabilizing demographic processes. The proposed regulatory mechanism is based on a combination of administrative and economic methods. The organizational block covers institutional support, protection of land property rights, and active agrarian protectionism. The economic block includes direct budget financing (subsidies per unit of product/area), flexible credit and financial policy (specifically the "5-7-9%" program), and tax levers to stimulate "green" technologies. The paper conducts a comparative analysis between the domestic model and the EU Common Agricultural Policy (CAP), which allowed identifying vectors for adapting Ukrainian legislation to European standards. Specific measures for improving state regulation are proposed: the introduction of a "Green Certificate" for eco-oriented farms, the creation of a State Fund for Guaranteeing Agricultural Credits, digitalization of extension services via the "Agro-Innovation" platform, and the establishment of an "Agrarian Trading House" to support the export of high-value-added products. It is predicted that the implementation of these steps will ensure an increase in the share of processing in exports by 15–20%, a reduction in the energy intensity of production by 10–12%, and the strengthening of the state's food security in conditions of global competition. The scientific novelty of the research lies in the formation of a holistic mechanism of organizational and economic regulation of the agricultural sector, focused on long-term competitiveness and integration into the European economic space. The practical significance of the results obtained lies in the possibility of their use by state authorities and local governments in developing programs for the development of the agro-industrial complex and rural areas.
