INSTITUTIONAL MECHANISMS FOR ENSURING RESILIENCE AND SUSTAINABLE DEVELOPMENT OF UKRAINE’S SANATORIUM-RESORT SYSTEM IN THE POST-WAR PERIOD
Abstract
The article explores the theoretical and applied aspects of the formation and functioning of institutional mechanisms aimed at ensuring resilience and sustainable development of Ukraine’s sanatorium-resort system in the context of post-war recovery. The relevance of the study is driven by the extensive destruction of tourism and sanatorium-resort infrastructure, environmental degradation of territories, and the need to adapt the governance system to new security and socio-economic realities. The purpose of the article is to substantiate a conceptual model of institutional support based on the synergy of state regulation, market instruments, and initiatives of territorial communities for the implementation of the “Build Back Better” strategy. The research employs a set of general scientific methods: system analysis – to examine the structure of the sanatorium-resort system; institutional approach – to identify barriers in the regulatory and legal framework; and comparative method – to adapt European experience of post-conflict recovery (in particular, the cases of Croatia and Georgia). The scientific novelty of the obtained results lies in the development of an authorial vision of «institutional resilience» of the recreational sector as the ability of the system to undergo rapid transformation through the introduction of flexible legal regimes and digital governance tools. It is demonstrated that a key recovery mechanism should be the creation of specialized resort clusters with priority war-risk insurance and tax incentives for green investments. The main results of the study include the development of mechanisms for implementing a national digital platform that will ensure transparency in monitoring natural resources and facilitate the attraction of foreign capital. The necessity of institutionalizing the rehabilitation function of resorts as a strategic direction of state social policy for veterans and populations affected by the war is substantiated. It is determined that the implementation of the principles of the European Green Deal is a prerequisite for the integration of Ukrainian resorts into the European tourism space. The conclusions emphasize that the success of post-war reconstruction of the sanatorium-resort system depends on the effectiveness of public-private partnerships and the decentralization of resource management. The practical significance of the study lies in the possibility of applying the proposed recommendations in the development of regional strategies for the advancement of resort complexes and in updating the sectoral legislation of Ukraine.
